Branch sites rarely fail because the wrong switch was ordered. They stall when the WAN edge is undersized, missing LTE failover, or arrives without the NIM, power supply, or DNA license the design assumed. Choosing a Cisco ISR gets simpler when you start with traffic, WAN media, and services, then map those needs to the families we stock.

This guide is for network engineers and procurement teams specifying Cisco ISRs for branches, retail, and clinics. It covers the ISR 4000 modular platforms, the fixed ISR 1000 / 1100 Series, the SD-WAN-focused ISR 1100-6G, and the compact 900 Series LTE models that appear in our Cisco Integrated Services Routers category. For campus switching around those routers, use our Cisco Switch Buying Guide. Voice at the edge pairs with our Cisco IP Phone & Collaboration Buying Guide.

Short answer: Pick an ISR 4000 (for example ISR4221/K9 or ISR4351-V/K9) when you need modular NIMs/SMs, performance licensing headroom, or unified-communications options. Choose an ISR 1000 / C11xx when you want a compact IOS XE branch box with built-in LAN switching, optional LTE, DSL, or PoE. Use the ISR1100-6G when the design is SD-WAN-first with copper plus SFP WAN ports. Reach for a 900 Series LTE model such as C921-4PLTEGB for small sites that need dual GE WAN plus cellular failover in one fixed chassis.

Start with the site, not the SKU

Before you compare part numbers, write down four facts for each site: peak WAN throughput you must sustain with services on, primary and backup WAN media (Ethernet, fiber SFP, DSL, LTE), whether the router must host voice/UC or only data/security, and how many LAN devices need switch ports or PoE. Those four answers eliminate most of the catalog.

  • Throughput with services: Cisco publishes default, performance-license, and boost figures for the ISR 4000 family—treat the default as the floor.
  • WAN media: Fixed ISR 1000 models bake WAN options into the PID; ISR 4000 platforms take NIM (and on higher models, SM) cards.
  • Services: Firewall, IPsec, SD-WAN, and UC change which chassis and license tier you need.
  • LAN edge: Many ISR 1000 units include a 4- or 8-port GE switch; ISR 4000 platforms usually hand LAN to a Catalyst access switch.

ISR 4000: modular performance and UC options

Cisco's ISR 4000 data sheet documents aggregate throughput tiers. The ISR4221/K9 starts at 35 Mbps default, rises to 75 Mbps with the performance license, and reaches 1.2 Gbps CEF-only with the boost license. It ships with two onboard GE ports, two NIM slots, 8 GB flash, and 4 GB DRAM. Cisco states the ISR4221 does not support Unified Communications, so do not order a -V voice bundle for this chassis.

The ISR4351-V/K9 is a different class of edge. Cisco rates it at 200 Mbps default, 400 Mbps with the performance license, and over 2 Gbps CEF with boost. Hardware includes three onboard GE ports, three NIM slots, two SM-X service-module slots, an ISC slot for PVDM4 voice DSP modules, 4 GB flash, and 4 GB DRAM (upgradable). The -V in the part number marks a Voice (UC) bundle—IP Base plus unified communications features such as CME, SRST, and CUBE. Our listing also notes a PVDM4-64 UC license in the package. That makes the 4351 the right conversation when the branch hosts survivable telephony, not only VPN and firewall.

Plan modules early. NIMs cover WAN and voice interfaces; SM-X slots on the 4351 add higher-density services. Browse Cisco Expansion Modules when the chassis alone is not the full BOM, and confirm power under Cisco Power Supplies.

ISR 1000 and 1100: compact IOS XE branch routers

The ISR 1000 Series (C11xx PIDs) runs Cisco IOS XE in autonomous or controller (SD-WAN) mode. Port counts are baked into the SKU, which is why decoding the part number matters.

  • C1101-4P — smallest footprint: 1× GE WAN and 4× GE LAN for light branches.
  • C1111-8P and C1111X-8P — 8× GE LAN plus dual GE WAN (copper and combo SFP). The X marks 8 GB DRAM/flash for app hosting versus 4 GB on the base C1111-8P.
  • C1111-4PLTEEA and C1111-8PLTEEA — add embedded LTE Advanced (CAT6) for EMEA and North America (LTEEA), with PoE+ options on the 8-port LAN models.
  • C1112-8PLTEEA — Cisco's 1112 WAN combination adds G.FAST DSL alongside GE and LTE, useful when copper broadband is the primary circuit.
  • C1113-8P — GE WAN/SFP with G.FAST DSL and 8× GE LAN for DSL-centric sites without cellular in the base PID.
  • C1126X-8PLTEP — 8× GE LAN, GE WAN, ADSL2/VDSL2+, pluggable LTE, 8 GB DRAM/flash, and PoE/PoE+ LAN options for richer small-branch bundles.

For dedicated 1100 Series browsing, see our Cisco 1100 Series Routers category. Wi-Fi at the site is often cleaner as a separate access layer—our Cisco wireless access point guide covers that path.

ISR1100-6G and 900 Series LTE: SD-WAN and small-site cellular

The ISR1100-6G sits in Cisco's ISR 1100 SD-WAN portfolio: four 10/100/1000 RJ-45 ports plus two 1G SFP ports, 4 GB DDR4 ECC DRAM, and 8 GB eMMC flash. It is built for controller-mode SD-WAN over Ethernet and fiber, not for dense NIM expansion.

The C921-4PLTEGB is a fixed 900 Series router with four GE LAN switch ports, two GE WAN ports, and integrated Category 4 LTE for GB (Europe-oriented) bands. It suits sparse sites that need wired WAN plus cellular last resort without modular complexity. Related compact platforms also appear under Cisco 900 Series Routers and legacy Cisco 800 Series Routers.

Licensing: DNA Essentials vs Advantage (and what not to assume)

On ISR 4000 and ISR 1000 platforms, Cisco documents Cisco DNA Essentials and Cisco DNA Advantage subscriptions (with Network Essentials / Advantage perpetual stacks). Essentials covers foundational SD-WAN management, limited segmentation, and core security. Advantage adds unlimited segmentation, advanced analytics, and richer cloud on-ramp features. Autonomous IOS XE can also use perpetual technology licenses (IP Base, Security, App Experience, UC) by platform.

Do not assume a refurbished chassis includes a transferable DNA subscription. Confirm Smart Account entitlement, autonomous vs controller mode, and whether HSEC is required for higher crypto scale. ISR 4000 performance and boost licenses are separate from DNA tiers—budget both when the design needs them.

Decode the part number before you order

  • -RF — refurbished unit in our catalog (for example ISR4221/K9-RF).
  • /K9 — strong payload cryptography image/feature set.
  • -V — Voice/UC bundle on ISR 4000 (not valid on ISR4221).
  • C11xx vs ISR4xxx — C11xx are fixed ISR 1000 platforms; ISR4xxx are modular 4000 Series chassis.
  • X in C1111X / C1126X — higher memory (typically 8 GB DRAM/flash) for app hosting.
  • LTEEA / LTELA / LTEP / LTEGB — cellular region or pluggable LTE. LTEEA targets EMEA and North America; LTEGB on 900 Series marks GB LTE bands; LTEP indicates a pluggable LTE module slot.
  • PLTE / 4P / 8P — port and LTE packaging cues (4- or 8-port LAN, LTE present).

Accessories that stall installs

A complete branch BOM rarely ends at the chassis. Add NIM or pluggable LTE modules from expansion modules, optics from Transceivers, and copper from Network Cables. Confirm power supplies for compact and modular platforms, and if the LAN edge is a separate stack, use our Meraki MS vs Catalyst 9000 guide before you freeze the RFQ.

Pre-RFQ checklist

  • Per-site throughput target with services (and whether performance/boost licenses are in scope)
  • Primary and backup WAN media, including LTE band region
  • Autonomous IOS XE vs Catalyst SD-WAN controller mode
  • UC/voice requirements (and chassis that actually support them)
  • LAN port count, PoE budget, and whether a separate access switch is preferred
  • Modules, SFPs, antennas, power supplies, and Smart Licensing account
  • New vs refurbished (-RF), quantities, and cutover date

FAQ

What is the difference between Cisco ISR 1000 and ISR 4000 routers?

ISR 1000 (C11xx) models are compact, largely fixed-configuration branch routers with built-in LAN switch ports and optional LTE or DSL in the PID. ISR 4000 models are modular chassis with NIM (and often SM) slots, documented performance/boost licensing, and broader UC options on platforms that support voice.

Does the ISR4221 support voice or UC bundles?

No. Cisco's ISR 4000 data sheet states the ISR4221/K9 does not support Unified Communications, so Voice (-V), VSEC, and AXV bundles are not available on that platform. Choose an ISR 4300/4400-class UC bundle such as ISR4351-V/K9 when the branch needs survivable telephony.

What does the -RF suffix mean on Cisco ISR part numbers?

On M&F Collaboration listings, -RF means a refurbished unit—for example ISR1100-6G-RF or C1111X-8P-RF. Hardware capabilities follow the base Cisco PID; licensing entitlements still need to be confirmed for your Smart Account.

When should I choose an ISR with integrated LTE?

Choose an LTE PID when cellular is the backup or primary WAN and you want it inside the router. Match the region suffix (for example LTEEA or LTEGB) to your carrier bands, and include antennas/SIMs on the RFQ. Models such as C1111-8PLTEEA, C1126X-8PLTEP, and C921-4PLTEGB are built for that pattern.

What is Cisco DNA Essentials vs DNA Advantage on ISR routers?

Both are Cisco DNA subscription tiers for SD-WAN and routing. Essentials covers foundational controller management, limited segmentation, and core security. Advantage adds unlimited segmentation, advanced analytics, and richer multicloud/SaaS capabilities. Confirm the tier against your design rather than assuming the chassis SKU includes it.

How do I size NIM slots and throughput on an ISR 4351?

The ISR4351 provides three NIM slots and two SM-X slots. Cisco documents 200 Mbps default aggregate throughput, 400 Mbps with the performance license, and over 2 Gbps CEF with boost. Size modules for the WAN/voice interfaces you need, then pick the performance tier that matches sustained traffic with services enabled.
